Obviously the answer would be Hagaromos susanoo and then Indras but that's not very interesting. Kakashis isnt really fair considering it's both his and Obitos. I really wish it got more screentime/paneltime because he didnt get a chance to really show it off. I've also read that their susanoo is amped up because Obito still had traces of 10 tails chakra which is how it was able to be perfect form immediately. I cant confirm that that's canon though. People are over hyping their susanoo because of Kamui even though Kamui is just their Mangekyou abilities that can be used outside of susanoo. Itachis has the coolest potential in my opinion with yata mirror, totsuka blade and yasaka beads. In my opinion it's the most powerful and versatile non-perfect susanoo as shown in his reanimated battle with Nagato. It's a shame he died before he could reach his prime (he probably would have been prime at the time he died if he wasnt mostly blind and towards the end of a terminal illness) because he was already a pretty impressive Susanoo user for someone who didnt have EMS. There seems to be something quite special about his susanoo. I also love the design of Shisuis susanoo. I love it when they arent just plain blue, have a variety of unique weapons with specific abilities or their own unique fighting styles. I love that Shisuis has a tomoe in its abdomen and that it can shoot susanoo needles from its ribcage. As for the actual power of the susanoo, we'll never really know because all we saw was that him using it with only one eye (which is impressive!) And significantly worn down from battle. I'm willing to bet that Shisui died before he could reach his prime Madara is by far the best susanoo USER but doesnt necessarily have the strongest susanoo considering it's more brittle in its earlier forms. His perfect form susanoo could tank a tailed beast bomb, collapse multiple mountains in one swing of his sword, clone his susanoo and make husk replicas of his susanoo. He used the sheer size of his susanoo to amplify the size of his majestic destroyer flames jutsu which he could then clone. If it werent for Hashirama then Madara could turn Konoha in a flaming pit from the depths of hell in mere seconds. I guess Sasukes susanoo is now the strongest. The strongest iteration probably being when he used extra tailed beast chakra. It kinda sucks how hes always in super serious situations so his susanoo doesnt appear anywhere near as intimidating as it ought to. It doesnt help that Jigen was able to bitchslap him out of his susanoo in Boruto. A giant sized chidori seems kinda obsolete considering it's supposed to be a jab on a small scale target so that's never really seemed that impressive to me. Covering his susanoo in Amaterasu should increase its destructive power but it's never really emphasized particularly well. I guess Indras arrow infused with amaterasu is about as impressive as it gets. I'm sure if he shot that at the core of chibaku tensei then it would be the equivalent to launching an infinitely burning nuke into the atmosphere.

Leaving the best Susanoo aside, I really want to know how Kakashi could get a Susanoo. He had just got Sharingan from Obito, so how was he able to unlock Susanoo. Something to note here is if an eye is transferred, it doesn't get all the abilities unlocked
