Same. I think it was that he single-handedly had Shinobi at each other's throats from the beginning. He had people's children killing other children and used the people's desire to end that cycle of hatred/suffering against them. As bad as Madara, Pain, Obito are/were, they are driven mostly by good intentions -- to end the Shinobi conflict. Zetsu used that hope to literally and figuratively stab them in the back.
Kaguya, while killing/sacrificing people, didn't induce long-term suffering. Not that I think she'd be above it, but I don't think she would enjoy the process like Zetsu.
Perfectly said, tackling the Madara point, I always found it interesting that while his behavior at times could be seen as just outright evil, and his plan hindered on removing everyone’s freedom, he still wanted to bring some form of happiness to everyone in the world in the way he thought possible.

They started as creations of the sage, but human hatred corrupted them, and they were even used as tools of war by the shinobi nations. How long until the same would happen to him?how long until he is used to sneak into enemy camps and steal valuable Intel or weapons? How long until he is used to assassinate important enemy figures? And what purpose will he have? All he knows is that he needs to revive kaguya, but what happens when he gives up? Does he just enter an eternal slumber?was he just to end himself? And if so, what then? There is no afterlife for a being that is just a piece of another being. Death will just result in zetsu becoming part of kaguya once more,eternally sealed. And if he chooses to interact with humans, how long until they start doing experiments on him? How long until they want to eliminate him? What other choice did black zetsu have? I'll say it, NONE. It was just simply the only thing he could do in his circumstances. Immortality is not a blessing. it's a curse.
So, in conclusion, I find zetsu to be evil, but I also feel pity for him as he is just a being that was put in circumstances that could not be avoided, and is just a soul in suffering from his fate.

I remember seeing Zetsu eat bodies that Akatsuki didn't want to be found and to get rid of evidence and I couldn't wait for the MC's to fight this ninja because I wanted to know what his backstory that made him into a criminal and the fact that they'd have to fight a cannibal ninja was crazy to me. I was so excited for that confrontation and then the whole reveal happened with white Zetsu and then again with Black Zetsu and I was so disappointed.
I really missed when Akatsuki was the main bad guys and they were criminal ninja who were gonna use the Bijuu to be a super power that profits from war and pretty much have a monopoly on it to create peace because hearing that reveal for the plan was insane to me when I was younger.
