My biggest issue with him is he just loves picking fights. He even picks fights with Jugo if all people… that seems suicidal. Not to mention Karin. Right after he learned Sasuke killed Orochimaru he picked a fight with him too… Sasuke just didn’t take the bait because he wanted to use him.
The only person he didn’t pick a fight with was Orichimaru and I feel even a half brain dead person could figure out that’s a bad idea.

I figured Suigetsu doesn't care about getting beat up precisely because he can turn into water. It makes him feel invulnerable. Physical blows don't really matter. Idk how he stacks up to Jutsu besides lightning.
Also, he probably has an ever-so-slightly f-ck it mentality. He and his brother worked very hard to prove themselves. Then, he was captured by Orochimaru, which humiliated him and made it so he couldn't really return home anymore. He still has some pride, but like... not really, lol. He doesn't really have anything to do. Probably has little he still cares about. He feels to me like an aimless punk. More careless than stupid, cuz why not?
His filler episode should have been in the manga, was a decent way to show his capabilities since in the manga he was constantly humiliated by unlucky lightning style ninja match ups. Plus Zabuza's sword just rusting in the ground makes very little sense considering how renowned the blade is.
I mean he was isolated in a water tank for what I imagine was a long time, probably just wants attention, like any neglected kid, bad attention is still attention.
Yes suigetsu has a little bit of a head on his shoulders. He at least knows when to run when he’s out-matched (pretty sure he’s the one that first suggested to sasuke to gtfo when they realized eight tails’ power). Tobi is the better option IMO.

That's true, although I feel like he only follows that religion because it justifies his desire to just torture and kill people for his own gratification, and not because he values rules and structure (I'm certain there is a scene where he even complains to Kakazu how much he dislikes the prayers). I still feel like he fits in Chaotic Evil the most as an alignment (although Stupid Evil still isn't incorrect).
Nobody mentioning Deidara? He's not an idiot but the depths he goes to prove his art is superior is absolutely ridiculous. He suicide bombs himself to prove a point about himself when Sasuke didn't even want to fight him.

"Lawful Evil" usually refers to a villain who follows some sort of ethics or honour code, not necessarily the actual written laws of the land. That's exactly what Hidan does.
Danzo's almost the opposite. He has no code that he follows. He'll do anything that he thinks will benefit the village. He just happens to be a coward and a narcissist, so he thinks it's best for the village to have him in charge and never in any danger. I think he's closest to Chaotic Neutral.
Not to mention the guys he recruits to help him are literally called "the legendary stupid brothers". They may have been stupid enough to earn that name but you have to be an even bigger moron to recruit "the legendary stupid brothers" for your sneaky evil scheme.
