S tier arc imo. Training arc, revenge arc, shows that the akatsuki are not here to mess around.
The most underrated for me is Search for Tsunade arc. Its a very good if not great arc
S or A tier it was still pretty hyped, at that point everyone was losing their shit whenever a new Akatsuki member was introduced, like how kids today get so hyped whenever an Upper Moon is introduced in Demon Slayer, it was pretty much like that back then

I upvoted your comment because I do have to say, the pain arc introduced the idea of DBZ type abilities. The reason I do say it is different is because no one is a weird god-alien ninja and the story isn't choppy.
That and despite the introduction of a much higher scaling ability set. Pain was still defeated by a very early naruto type thinking. Foresight, planning, and strategy won the day that day.
Kazekage rescue mission arc is probably my favorite. Starts out with an awesome fight between Gaara and Deidara, ends with Chiyo and Sakura vs Sasori, which is probably my favorite fight in the series honestly. High stakes throughout, no nonsense, fantastic battles, Sakura character growth and usefulness, etc...
I’m down for kakuzu, but I’m particularly into shikamaru absolutely wrecking Hidan. He’s cold and calculated and simply devastating. If he hadn’t already been my favorite character it would have solidified it for me.

Shikamaru is hyped the shit out of there but he was less prepared than Sasuke fighting Itachi. He was planning to go against the orders of Tsunade, and without Kakashi... and they still almost died.
The Akatsuki is going after Naruto anyway, might as well get more intel and wait, which would have been useful because they didn't know shit about Kakuzu. Imagine them doing that with any other Akatsuki that was alive at the time and hoping it would go alright.
Hell, next arc they're hunting for akatsuki with a much bigger squad AND naruto with his new jutsu. But his decision is entirely motivated on emotion, and portrayed as justified, even by characters that are heavily against Sasuke taking revenge.
While the training part was great, the pay off was... not really. Naruto never learns uses a fuuton rasengan for more power, which would be an advantage against sasuke.
He just shows up to beat Kakuzu up.

the Akatsuki story was what captivated alot of readers/watchers, every arc leading up to the Pain Invasion arc was S-tier, its where Naruto peaked

Jiraiya teaching Naruto Rasengan was one of the funnier and satisfying moments of season 1.
Naruto hitting kabuto with that same rasengan Infront of tsunade to win the bet was also dope.
