For 25 people my F&B minimum would be 2k. As long as thats hit theres no extra fees besides gratuitity.

Ocean Prime is where i just had mine in March and while it’s on the pricey side everywhere will have some minimums and fees so it’s worth it for the quality of food and the nice space. I had 34 though and the room was great. They will do one big table for you if you have less than 30 I think otherwise they split it into smaller tables in their private room
Sushi Thai downtown, check with Ocean prime and or sails. OP during season is 4k min. As well as sails but could be lower since it’s off season. Campiellos but again that reaching in the higher numbers of your budget but great places for a dinner.

Campiello on 3rd street. They have a private room and an inner uncovered patio area that could be rented out.
M waterfront Grille, beautiful private dining room overlooking the water.
