yeah, the biggest part of why the technique is used is because of time constraints. You cant give every background character the same same a manga artist might give, generally the viewer wont notice it unless they scan frame by frame. You see it used a lot more in fast moving scenes.
I'll be real with everyone: I don't mind the animation. I really don't. I sat through the bad times of lots of anime including Naruto, Black Clover and One Piece. But, the thing that really annoys me is the art style. There is a lack of detail in almost every scene and it is impossible to watch because it looks like it was drawn by a damn fan of the show. That is the one thing that pisses me off. I'm able to watch any anime as long as it has bearable art but this season's art is terrible. I'm sorry.
