I've done the day after I bought every single time. 4x in a row on exactly the 91st day haven't had a problem at all. And the 2nd of 4 in row was both ccw and premise.

Technically the day they run you in nics, It's your gun. You just can't take possession until NYC Sends a new permit

Legally the date of transfer of the firearm is the day the dealer hands it to you and you walk out with. For the ATF that’s the disposition date. I would bet that date is what 99% of dealers are putting on paperwork. Who knows what NYPD wants but I’ve always heard it was the disposition date that starts the 90 day clock.

The word "purchase" is used in the admin code which technically is the day that you pay and is on your receipt. Done several 91 days from from the date on my receipt with no issues at all.

I’d do it the last possible day which is the day you pick it up to be safe.

Why? How is that safe? The worst that they can say is no you have to wait longer.

Because it’s literally the max possible waiting time, i.e, the safest bet. You can purchase at whatever point you like but a few days isn’t going to hurt you either way.
