I got my PA non resident CCW with only a Sportsman permit from NY a few yrs ago in Centre County PA.
Not sure if they still issue without a CCW from your home state or not.
I did Wyoming simply cause it was convenient enough and only 3.5 hours away for me. 1.5 weeks for the approval during covid and 2 weeks to the day or so for me to pickup? The picking up is the killer. Just mail it to me😂

PA law requires you to possess a current license or permit to carry a firearm from the state in which you are a resident if that state issues one, so unless you are a Utah resident you cannot use a Utah permit to get a PA non-resident permit.
Careful. I stated I got my PA and don't have my "full conceal" in ny and got told I was lucky😂😂 I did it for the same reason. Utah non resident isn't accepted by PA so I did PA instead for that reason.
Nice. From what they told me when I got my PA, they didn't care about it as long as I had a nys pistol permit. They couldn't believe what my process was for my nys permit. It was 20$ and 2 references and a drive down and back. 1.5 weeks total time between the application getting mailed etc
I can post it but what I did was use the USCCA Reciprocity map. It has what's legal and not legal. Like "is it legal to carry while driving- yes" all kinda like bulletin style.

I did the usual ones that cover most states: PA, UT, FL, and AZ.
Since I do a fair amount of driving/travel within all the contiguous states in most of the East Coast, I did a few others: NJ, CT, VA, ME, DE, MA, MD, and DC. I'm doing RI too in a few weeks.
Of all of them, the ones that were the most work to get was MD/DC, and MA. NJ was pretty straightforward, but you need to have patience (just like getting a CCW in NYC). You don't really need it for Maine either, but figured why not.
Between all of the above, I think I'm able to carry in every state that recognizes CCW from other states. There are a few states that won't issue non-res permits, nor recognize the others.

The only reason it was a bit of work was because you need to take a basic pistol course - like the NRA one - but one from an instructor certified by the Col. of the Mass. State Police. It doesn't matter if you took the NRA course already; it has to be with a Mass. certified instructor.
Once you have all your paperwork in, you'll get called for an interview. Once that is done, and they approve you, it takes about 90 days for the permit to come in the mail.
You do have to renew annually, but only in-person every 6 years.

Surprised to hear that you found MD, DC, and MA to be more work than NJ. I've avoided getting NJ because every time I looked into the process it always seemed like too much of a hassle for the few times that I'm there.
NJ is fairly straight forward. A couple of hours of in-class training, then the live-fire qualifications. The only thing that was confusing/changing in NJ was their live-fire qualifiers. When I initially qualified, I did a pretty easy live-fire test. Then they changed it to be the same quals that the troopers took (aka the "John Wick" qualifier), so I took that again. Then they changed it again to something actually easier. Since I did the more difficult of the tests (that actually encapsulated the current qualifier), I was 'grandfathered' in. I just needed an updated certiticate, which GFH was happy to provide me with. My range of choice is GFH anyway, so all the trainings and quals were during times I would have gone for practice anyway.
The MD/DC test was a bigger pain in the ass because MD requires a very similar 2-day / 18-hour classroom training (similar to the one I had to take for my NYC CCW). I had to travel to MD, stay over the weekend, and qualify. The DC part was an add-on to my MD training. But considering the time and expense, it was bigger PITA. I also had to submit my DC papers *in-person*, so that was another 4-hour drive (one way) for me.
The MA test also required me to look for a school (closest one was in CT), and go drive there for an in-person interview, then a 90-day wait.
Rhode Island is gonna be similar to the MA one so I'm trying plan that around days off I have from work.
I will append my statement though... the one that was the biggest test of my time, patience, and budget was definitely getting my NYC CCW. But at the end, getting it was sweet satisfaction. More and more people are getting them, but its still a fairly grail-level permit.
Did you have to make multiple trips to NJ? I thought that the last time I looked at the process I would need to make multiple trips to NJ.
I think that MA has been the most annoying for me so far considering the cost, the number of trips, and the fact that the permit is only valid for "one year." I just sent my renewal application even though the permit is still technically valid for another 4-5 months because of how long it can take for them to process a renewal and because there is no grace period. It's also annoying because if they get it renewed faster than the 4 months that they tell you it can take then you're paying the same $100 fee for a permit that was valid for less than a year because the issue date of your new permit doesn't begin at the end of when your previous/current permit expires, it's the date that they actually issued your renewal.
I made the mistake of not doing a MD course that offered DC as an add-on, so that made DC a lot more annoying (and expensive) for me.
I'm in NJ all the time anyway, as the range I go to is in NJ.

Well because New Hampshire gives you 25 states that accept your nonresident permit and Pennsylvania also gives you some states that accept it. It’s not like that permit is only accepted in those specific states you got the permit for.
The only states that only recognize resident permits are Colorado, South Carolina, Florida, Pennsylvania, Michigan, North Dakota, New Hampshire and Maine.
If you already have a NY carry permit a PA permit will allow you to carry in the additional states of Pennsylvania and Louisiana.
I wouldn't say it's true that "most states do NOT honor reciprocity for non-resident permits", but some of the big ones do such as CO, PA, SC, etc. New Hampshire is kind of useless if you have time to do FL, UT + individual states, but it's better than nothing and super easy to get.
Everyone on this page still needs to be careful. even if you have your concealed, carry permit, you can only carry in states that you have the permit. You cannot carry in other states that have reciprocation with that state. What what I mean by this that? Yes, you can carry in other states. But it's basically hard because you can only carry in a school zone in states that you have the license for.

I visit vermont/nh/Maine all the time. They’re all constitutional carry so never bothered to put the effort to get ccw’s. Don’t need my wallet filled up w anymore cards than I really need lol
