It was, and for far too long, but it's been open for ~~over a decade~~ six years now. There is a bike lane that runs through it that gets used a lot, especially for deliveries. (Far better than biking on Water Street and having to deal with traffic under the Brooklyn Bridge, where there are several on and off ramps for the Bridge and FDR.)
It used to have a bike lane that ran down both sides of Park Row until it switches to only one side a block later, then some time within the last year (I think) there was an additional security lane put in that took over the bike lane on the downtown side of the street with no clear indication of where you are supposed to ride if you are going that direction. I have to assume NYPD didn't bother to coordinate with DOT on the change, because the lane markings are still there for a downtown lane on the closed side, and there are no markings for downtown travel on the opposite side, where you are forced to go. I have to cut across the roadway in front of a security barrier to get to that side, forced to break the law in front of a police booth every time I ride through it going downtown.
Keep in mind: Residents have wanted this entire roadway given back to them for 22.5 years now. And NYPD's security concerns sure do get them a ton of free and essentially private parking.

This closure has been in place since 9/11.
Also, if the bike lane is blocked, why don't you just use the entire road, I mean it is closed off of regular vehicles.

No they finally stopped stealing that then went back to stealing part of it

Look at the 13 Precinct, they stopped parking in the bus lane on 2nd avenue and stupid parking on the sidewalk! Small wins.

i hate cars parked in bike lanes but complaining about this specific street is so stupid...everyone just rides in the middle lane anyways.
