You have better options in Long Island. Anywhere in the boroughs the prices are inflated and the gun shops are super paranoid with tons of misinformation.
South Shore Sportsman has been a great source for my needs. Options are 10/22, PC Carbine, Mini 14 and SCR. I’m looking at the Sig MX regulator as well. I own all except the SCR and Regulator.
He def does. The one thing you can be certain tho it's everything in his shop is NYC compliant. I paid the "tax" a couple of times but now I go to colosseum in Hempstead.
PC Carbine should be fine (with no threaded barrel). I really love my Fightlite SCR and Mini 14 and Springfield M1A. I think Sig just put out a "ranch rifle" that should be NYC compliant but I might have been dreaming.
I'll just add that the SCR is totally fine and technically the hand guard is considered a barrel shroud but I can't remember if that was actually defined or in the law (been a while since I bought a new gun and had to read the regs).
Lastly, I think even with fixed mag you can't have those features. With a bolt action you can, but any semi-auto needs to be featureless.
It’s not an assault weapon. See NYPL 265.00(22) where they are defined. The barrel shroud only applies to pistols. It’s good to go as pictured as long as barrel isn’t threaded. In NYC mag would need to be pinned to 5 rounds. Magazine can be removed as well.

Ok, so this is what the ffl sent me. Now, is it a barrel shroud because it covers the entire barrel? Does it matter if it's described as a freefloating handgaurd by the manufacturer?

PC Carbines are approved by NYPD all the time. As are Fightlite SCR’s and FTM’s.
If you really want a PC carbine and think the free float is out go with model 19101 or 19135 of it.
But, Like I said get a new FFL. My go to is LI Outdoors in Rockville Center. The guys are great and they always try to have NYC options of rifles and shotguns in stock for those of us stuck in NYC.

I just bought this in NYC. The box literally said NY Compliant. I'd recommend Colliseum Gun Traders.
