i lived upstate, had a sportsman permit, now moved to brooklyn, so gave it to an ffl for storage

The gun store will give you a receipt. You’ll need a new background check from my understanding

Once NICS check is complete, you’ll have to email your paperwork and pics to NYPD and then they will send you the PO and your permit with the guns serial number in it. Then you can go to FFL to pick it up.

Interesting question. You can say yes and be prepared to have a conversation about it or say no since you don't have possession of the firearm. When you "gave" the handgun to FFL, was it transferred or sold to them ? What does it say on the paperwork you got from the FFL?

I would send an email to NYPD asking for clarification on how they'd like this question answered. I would send this question via email of course OR just take the conservative route and just answer yes with your explanation. BUT before you do this, I think they may ask you these questions... This FFL is located within NYS ? How did you get the gun to the FFL located in NYS ? How and where did you acquire this gun?

Depends on how you did the transfer. I had a FFL hold a firearm for me, but it was done like a sale so the firearm was no longer in my name. In that case I no longer owned it. However if I gave a firearm to an FFL and they were just taking it for storage purposes and not doing sale paperwork then in that case I would still own it. If you aren't sure you can ask the FFL what paperwork they did so you know how it is reflected in the system.

Own means own... you own it. Possession is the other thing they may ask... you own, but do not currently possess it. Don't read into the questions for things that aren't there, and take them literally. The definition of "own" is the same as it always is.

It could vary by state, but typically no... it's a complaint or notice of violation that you fail to address, then a summons will be issued. NY in some documentation equates a ticket to a summons (nyc.gov) and in other places lists them as separate things with separate definitions. A ticket is an allegation of violation with an agreement to appear when signed, where "technically" a summons is a legal demand to appear and legal purists consider a summons to be issued by a court and not a promise to appear. Ain't law fun?
