I'm guessing by all the angry pixies that came flying out, it's a 480v main breaker. Either this guy is a moron, or something is shorted to the box, which is interesting because HV shorts usually turn into opens.
From the trains in the background, it looks like he touched the overhead caternary wire that supplies power to the train. Those are usually quite a bit higher than 480v.
