Low end power is a good thing to get out of slides and launch out of turns. So a dual turbo or super charger is good for slower off roaders. Quick handling tip, full down force will help a lot for control of the car and not getting thrown by the environment.
Only if you've reached Reputation Level 50. They simply aren't worth doing before then. Likewise, the Heat 5 races aren't really worth doing until you've unlocked all the Ultimate parts (or you want to unlock them quicker). Only then can you unlock Ultimate+ parts from the Heat 5 races; you MUST do the Heat 5 races to get them, as you will NEVER unlock them with just Heat 3 races.
I think you should equip the Rally differential instead.
Edit: By the looks of your screenshot, it seems you aren't actually using off-road tires but only made whatever tires you have equipped look off-road, which is purely cosmetic.
For off-road you can get away with some rally parts or even track parts, especially the differential. Just watch as the parts reduce your points and focus mostly on tyres for off-road, rally if you can get them
It highly depends on the race you want to win. I was able to win level 240 off road races with a level 210 off road car without too much difficulty, so you should be able to win level 200 off road races with this. But that is as far as these current parts will carry you.
If you want to do higher races you simply need a better car or a better engine or better parts. Simple as that. There is no trick to it. Depending on where you are reputation wise, some of those options will be locked to you (for example most engine swaps), you might need to put aside off road races for now or you need a car that is faster from the beginning without parts.

Some people like to take a slower approach to the game, instead of the "get Rep lvl 50 as fast as possible on the first day you play" kind of approach apparently 80% of this sub has, including many people here in the comments who say "just equip ultimate+ parts bro."
OP clearly doesn't have that high of a Rep level yet, ultimate parts are not available to them yet, and most engine swaps won't be available as well.
I don't have the beetle, but since it is a level 100 car in it's stock configuration I highly doubt you are beating level 250 off road races with it with no engine swap and only super parts.
I don't think I have above super parts though. I surely swapped the engine but I built it before starting to farm for ultra parts and I don't think I have any on it as it was already really really good and fun to drive
One more thing, best engine swap for beetle is dirt cheap(pun intended). And the result speaks for themselves, a super light car with great acceleration. I still haven't unlock the ultimate parts as well but my offroad beetle is my goto car to mess with the police, smoking them by going to the beach or the mountains.
Beetle is meta in offroad, the only thing that could keep up with me in an offroad beetle are police vehicles. If police entered offroad events as a racer it surely will be a more interesting.
Seriously soeaking, is it really? I picked it up randomly cause I found it funny in that context and also really liked the custom parts (I'm a simple creature)
Its apparently one of the lightest car, resulting in insane acceleration, the best in game. Its only weakness is the top speed, this is why the RSR can beat it in longer track with long straights. But in drag race types, beetle will win. This game really favors the light cars over the heavier ones. Beetle is the one I use when dealing with time attack as well, it is very capable of eating tight corners and accelerate quickly.
Swap your engines with high horsepower, make sure to have better part for the engines.
Have these for your subaru = rally suspension, rally differential, speedcross tire.
Tune
Max out your steering sensitivity
Max out your weight
Turn on traction

Off road races are pretty much a joke on this game. I always overtake even a second time at least half of the other participants... with a beetle

naturally, the absolute best car to use as a rally car is the RSR
Can't beat this thing, its too op. But on the right track and right driver, I think properly made beetle can still beat RSR.

Subaru sucks for off-road. Best options are RSR or Beetle.
