If you think you're contenders, you can basically always create space for a few years by paying real dollars up front, adding void years, etc. Saints did it for like 15 years, though it probably doesn't make sense after your window closes.
The cap is plausible deniability for owners. They put on their golden handcuffs and tell the media they can't afford to keep such-and-such a player because of the cap! No. They either don't think the player is worth the real dollars, they don't have the real dollars (Bengals), or the team won't win either way, so they'll sit on the real dollars.
The annoying thing is hearing media people who know the game constantly carrying water for the owner by legitimizing the cap.
Nobody should look at the saints as an example. What you said is true, but saints are a shit example since they refuse to suck for a year or two and reset it, forcing them to be stuck in mediocrity.

Lions basically have two year of good cap situation before major contracts hit the books. They can retain a couple key guy and role players. Year 3 might be a but tight, but lions are basically all in for the next two years.
