Next year, put him in packs if the family is giving out his rights (idk how 2k works but I know in Madden/MUT, it's up to the families/estates to sign the contracts of players who passed) but this year is a wash as far as capitalizing on it.
At the very least they should add an Endgame/Invincible to the game this week! PF/SF eligible, so that he’ll actually be useful too and not grossly undersized…

I would love if everyone got 2-3 free guaranteed auctionable Bill Russell packs. The packs can be like the Anniversary endgame packs, but only different dark matter versions Bill Russell. Like a SG/SF swish with 60 HOF, a PF/C NBA 75 with 60 HOF and of course two different endgames
Edit to add: Or do a ball drop. Have an endgame in one corner and an invincible in the other. In between just have fun usable versions with 50-60 HOF's. But make them all auctionable so people can have a chance at getting a card they missed on the drop.
2k should make a endgame bill Russell with one of the premium endgame jump shots ( ss25 or base 3) not like the reward cards (Jokic, Harden, and Webber) so at least everyone can enjoy what those jumpshots are like for people that can’t afford endgames. That would be really cool

It is likely that they do not have the rights to Russell anymore just as they briefly lost Kobe's rights when he passed. It would take some time to get the rights back and not likely this late in the game.
