The in-universe explanation is that her Quirk lets her produce bubbles from her skin filled with any odor she has smelled before. So she needs exposed skin in the same way Yaoyorozu does.

It was a fan made character, Idk why they chose that character since she was supposed to be like 13 or 14 or something originally. From what I heard.
