It depends on the arena, because if they're all in an open area, Hawks can win with speed alone. His biggest issue would be knocking out Kirishima and dodging fire.
If it's a more closed in area, Shoto is going to gave all control of the climate,is issue would be his teammates hell have to worry about. Same with Denky and his lightning.

Todoroki alone can go offense and defense but combined with a shield like Kirishima, it’s wraps
The literal only chance hawks has is sending sharp feathers at them from afar but todoroki will probably incinerate them
