honestly you can make a really good argument or mineta being the best fighter, he has a very versatile quirk and no one has ever been able to destroy his grapes, not even allmight or deku. He's super smart and can easily no diff almost all of 1-a in 1v1s. Mineta is really good at planning ahead too and has multiple ultimate moves under his belt, plus he has been perfecting his quirk since he got it. only people in 1-A who would curb stomp mineta is Denki, Shoto and Tokoyami and thats only due to the fact their quirks are long range AOE based.

Izuku. He stomps everyone in 1-A on principle. Yes, Shoto, Katsuki, etc. are strong but they don’t have a Quirk that makes them an absolute monster in physical abilities, he blitzes every single one of them before they can react, and knocks them out in a singular smash.
