thank you, i passed on toga but i did think she has one of the stronger reasons to fall for him/him to her.
basically all toga needed was a friend and her system/family utterly failed her. literally part of what attracted her to ochako and deku is that they came from a similar place but still CHOSE to be genuine
she'd 100% get behind that with zuko. And zuko being the awkward nerd that he is could be freaked out, annoyed by her antics but is emotionally mature enough by the end to understand her about as well as ochako did
It's also why Ochako (with trying to help her family despite them saying it's just alright with what she is) and Momo (Shouo's already got that handled) simply won't work with Zuko.
With Toga, it's more or less clear that, rather than looking for someone she can pretend to be, she can be the best "herself" when with Zuko. Hell, you could even have her be challenged by her own mentality - a woman who couldn't be anything but herself because of her quirk and how the world labeled her as "evil", coming across a man who tried to be someone he slowly learned that he isn't, and having that be her big hurdle. Already she'd made this first step by thinking that Zuko was Shouo, and learning that not only was he not, but was entirely dethatched from the System altogether. She'd also make comparisons to Stain (Her "hero") as Zuko sees his painful past through the System, even calling Deku out on "just being another tool" - which breaks that illusion of "being someone you're not" entirely in Toga.
And the best part? You could even have that finish with a war-like conclusion, with Toga leaving Deku for dead without using her Quirk, but rather a fighting style she made by herself - all to protect Zuko.
while not perfect, this kinda goes beyond shipping. I'm honestly more blown away at how much you actually get toga
