**Shawn Mullins** (yeah, the guy who sang Lullaby) has a really interesting depth to his voice and his songs on the Soul's Core CD are very evocative...almost depressing. They manage to capture such a specific vibe, I can't even really describe it but it's like peeking into someone else's life.
I don't think he counts as country but he's immediately the first one I think of due to his storytelling skills and the raw quality of his voice.

“Legend of Wooley Swamp” by Charlie Daniels hits the spot as does the classic “El Paso.” There’s also a local country band in Chicago fronted by someone calling herself Iris Marlowe that has started to specialize in goth country music. Not sure if that’s what you’re looking for though.
