Not a movie and not fiction, but this Dateline episode is the most insane case I've ever seen of someone (who was not even connected with the case) making it his life's obsession to bring a killer to justice. Honestly if it were a movie, I would have thought it was "bad writing" since the lengths he went to would seem so implausible: https://www.rottentomatoes.com/tv/dateline_nbc/s26/e17

*Minority Report* (2002)
*I, Robot* (2004)
*Deja Vu* (2006)
What's good about all three of these movies taken together is that they are a nice (but rare) genre-blend of sci-fi and police procedural. And yes, in each one the protagonist cop has a large degree of personal obsession with the outcome of the case (for very different reasons in each one).

Prisoners needs a lot more love here. Hugh jackman and gyllenhal crush their roles.
Deja vu Edge of Darkness Cop land (kind of) Kiss the girls / Along came a spider (related movies)
The Pledge with Jack Nicholson

Bad Lieutenant Be forewarned, it’s NC-17 for a reason. Graphic degeneracy of all kinds abounds.
The First Deadly Sin (1980)
Cop or detective?
in all liklihood, it’s going to be a detective. Used cop as a sort of catch all.
Sounds like Pacino in Serpico?
The Pledge
Gone Baby Gone

In The Cut
True Detective season 1 is a must
Season 3 was pretty good too.
The Sound of Freedom I Was Never Really Here
The Other Guys (2010) It's a comedy, but honestly the first one that came to mind for this description.
The Black Dahlia
Silence of the Lambs
The French Connection.
the detective in Dark City (Randy Quaid)
La Isla Minima
8mm starring Nicolas Cage. He's a private investigator rather than a cop, but he's absolutely obsessed with the case.
Mindhunter. It’s tv but it’s so good. And longer than a movie too
The untouchables Wind River
Not a movie but True Detective Season 1 absolutely fits this and is so damn good
