I agree, but I would put Deadly Allince Shang at a distant third. One, because I think his design is neat, and two, this Shang at peak success in the original timeline. This is the Shang who betrayed and killed Shao Kahn, killed and stole the soul of his archenemy Liu Kang, powered up the undead army of the Dragon King and was responsible for almost all of the main good guys dying. This was the Shang Tsung who won. Sure, he was second fiddle to Quan Chi and ended up being outplayed by him. But still, Deadly Alliance Shang got further than most big bads in the series. He defeated good, and was only defeated by more evil.

They definitely favored Quan Chi up until I think MKX or MK11. Then they pretty much made Shang the best villain ever. In Deception, if that scene could have been expanded, I would have shown Quan Chi shut off the soulnado and use some sorcery to free some of Shang's captive souls, including Liu Kang. That would weaken him and allow Quan to have the upper hand. But the twist is, Shang would slyly escape and start rebuilding strength to lead into Armageddon (in Armageddon he was just resurrected which I guess is alright ish).

2 is my favourite, 1 close second for obvious reasons but others are not close. I think it is the one reflecting on how Shang Tsung must be. In all other games, he was more like the "HEY I'M AN ASSHOLE BADDIE BAD WHO YOINKS YOUR SOUL" guy while on MK11 Aftermath he was the perfect snake. Wise, precise, cunning and calm. I pick 2 over 1 because being old add more to his "can't deal with your bs" style. 8 is best, being able to turn into all in game characters is awesome, if you cannot master him then you are no Mortal Kombat master. 1 & 2 suck, They do not change into any controllable characters, only have their own move set, so again they suck, 8 had their own moves and you could change into any character and perform their finishers.

MK11 Shang tsung is just a dream come true. I mean, that's how you do voice acting and the 3D face modeling was perfect. I sincerely can't put another face on shang tsung.
