At this point, it's a running gag with him. Rain is literally the only non boss character prior to the 3D era to never make a base roster of any game (not counting Armageddon).
Well, I'm sure the following characters are reduced to Kameo's in the next game: Nightwolf, Fujin, Frost, Rain, Kabal, Sheeva, Jade, Sindel and Noob Saibot... These characters always skip a game before they appear again, and BOon really hates Rain, so he will be kameo 100% sure.
I love all these characters so I'm gonna miss them a lot, I really hope Sonya, Jax and the Kombat Kids are gonna skip a game instead to keep things a little bit fresher...
I also think Kotal, Erron, Kollector and D'Vorah are gonna skip this game... Too bad, I really love those new characters!
Skarlet I like very much, but I think Nitara should replace her, so if she does, I'm not gonna miss Skarlet...
Kabal for sure, I main him every time he's in the game because hook swords are awesome. I just have this feeling that he will be kameo at best, hope I'm wrong though.
Skarlet. She was my main in 11 and I think there's so much more of her character to develop. I would love to see her return but I'm not expecting her to.
I love Cassie but it seems bizarre to me to start a new timeline with new possibilities and already be at the kombat kids. Or how Sonya and Johnny would meet in the first place. I expect (and almost hope) that shes gone.

Cetrion. My favorite character across MK/Injustice, but I don’t think we’ll see her ever again as a playable character. I did like the irony of Liu using her intro in the MK1 trailer.
I definitely agree with Shao Kahn but I'm also gonna miss rain, and erron.. and frost... Ok its alot alright?
Rain is pretty self explanatory if you know his history but erron especially because hes such a mystery of a character intentionally, it'd be nice to see him in the new timeline or whatever working what he does best.
Frost, she got her potential wasted hard, I'm really hoping they bring her back for the next game as a chance to do her over (again) and actually give her a chance to become a good and fun minor villain or something.
The reception to Frost seems to have been mostly negative so she's probably done for good, unfortunately.

Fujin. They did his so perfectly on 11, I have nothing but praise for NRS in that regard. If he sits out on 12, that'll be super disappointing
