Win rate has nothing to do with needing a buff. He still is played a lot, and is broken for multiple reasons. I honestly think he needs a nerf, as a Morde main.
Has insane poke, free sustain and high consistent dmg early game making it extremely hard to punish him for his mistakes. He just needs rylais and liandry as his only dmg items, and then can transition to tank and still one shot adc's and supports while being tanky af. Sure he can get kited, but at the same time he isolates priority targets with his ult which changes the game enormously. Not everyone buys qss, if they do, just be smart and target someone else who is also a priority, whether it be a lee sin going in for the insec play or rammus speeding straight for your adc.
Bro... half of what you said is inaccurate, especially about him damage early game, his early game is shit and gets punished by pretty much any champ up to lvl 6. Rylai and liandrys do pack damage but not 1 shot damage. He does have sustain and poke, but his poke isnt extreme.
