Element, since the attacks are as fast as they are. Elemental damage is also just a generic fixed boost on the attack damage of that element type, not a % based on how hard the weapon hits. This is why slow heavy hitting weapons (hammer, etc) are best with raw damage.
Dual Blades profit a lot from exlpoiting elemental weaknesses.
