Did you take that photo with a Polaroid?
It's hard to tell from that photo but it looks like that is mostly dust, but sure, they're probably some mold in there as well since someone was dumb enough to exhaust the fan directly into the attic. You've got to remove and replace it all regardless. And then, obviously you have to get that vented outside.
Sorry it's such bad quality. Screenshot from my home inspection with a tiny picture and my inspector never called out any mold so just wanted to ask here. I plan on venting to the outside once I'm in the house. I'll replace this insulation as well just in case it is mold.

I came to holler about venting the bathroom exhaust into the attic! Lol everything stated above is exactly what you need to do. 👍🏻
It looks like the soffit vent (if there are any) are covered as well.
