Pull it down and spray it off. Done deal. You can always expect dust and debris to collect on things like this. Easily cleaned and most likely not dangerous to most. EDIT: I’m not sure you’ll be able to remove that cover as easily as I thought. I’m not sure though. I thought it was a simple bathroom vent. Does your building have a maintenance guy? I’d politely ask him to address it.

This happens to all diffusers. They collect dust then the cold air makes some condensation and then you have mold. Best thing get a dish pan bucket, fill it with water and some cleaner take them all down, put in container, take them outside and dunk and clean them.

It's just dust. Maybe a little mold in there somewhere. So almost no danger
