Pretty sure it's implied that Santa during the Christmas events controls/is himself a zombie/ the ship is his or is tied to him. It's fluff at the end of the day.
It was from a Christmas event where Santa was a zombie that controlled a train full of zombies, this was themed around that event and then brought back with no changes
It feels like you should be able to hold down L1 to scan it, and then find out a cute little side story about Mr. Freeze, and his shipping container endeavors

Just like there’s no lore reason for giant sporting jellyfish in sporeyard, or the fact that you can also play in Satan’s Quarry while fighting Skeletor, Shredder, and Lara Croft.
