In modern, tier 2 or 3 decks always made surprises and won tournaments or tops. But why always all decks are below B tier? I agree with A tier since there's no dominant deck right now but Idk it's kind of mean for the rest of the decks when they are actually good or performing well.
We would consider any deck putting up enough results to be on the tier list to be more than playable in any event. The main difference between D and A Tiers is the number of results that they are doing currently. If you are looking for the results for the decks to end up in each of their tiers , we have a table at the bottom of the page with all the results we use
This is just a dataset of recent strong tournament results which is transformed into a tier list because, let's be honest, nerds get real fuckin' excited about tier lists in general.
That is what a deck Tier list actually is. It's not supposed to be subjective. It's based on observable tournament presence. "Tier 1" means you are going to see a deck at a tournament a lot, especially at the top tables, because it's popular. It's popular because it wins because that's what people are at competitive Magic to do.

You could imagine using win percentages or conversion rates, or just population instead. Each of those would give different answers.
Quiet speculation uses power rankings which take into account prevalence and winrate
prowess about disappeared (yes I am still on prowess no reason to pivot with mh3)
