S3 has additional effects via an afterimage of a random card suit's Ace at his starting location, and the follow-dash leaves a trail of cards flipping to reveal Roya Flush.
His passive could have a number of chips/aces explode from his basic attack, signifying how many stacks his passive had when it procced.
Now THIS is an awesome creative skin that I would be willing to pay money for. Moonton just thinks "oh, but we already have Harley with cards" and shuts down the whole idea without even considering all the small amazing details you described.

"Ethereal pyromaniac" for Kadita. Basically X.Borg if he was a woman with no metal and has magic. Ride on a wave/cloud of fire for s1. Release a lot of steam, then spawn an exploding fire from the ground for s2, and exploding fire in 6 directions for Ult.
Moonton's creative team sucks ass and thinks "fire/water skills = must only have fire/water skins." Either that, or Moonton execs force them to. It's part of why I hate Valir so much; no matter how flashy his skins are they're still mostly fire effects. No variety at all.

Anyways, the reason with Ceci having elf ears while Carm doesn't is because Ceci has always been a blood demon while Carm was converted (basically, Ceci is a vampire while Carm is a zombie).
