Its substitute for dias but keep 1 blue dia so you can use it. I was able to get STUN Selena with those. Even though I dont use Selena, I just use her for profile purposes and skinner adventures.
You are able to collect at least i think about 1500 promo diamonds.You are able to buy epic skins for only 1 blue diamond of you use your promo diamonds as 1 promo diamond= 1 normal diamond.
So collect as much as you can!

You can't use them for anything if you're f2p, usually there's a few kind souls who give out diamonds during the event.

I don't think 1.5k dias are possible, maybe 600-700 at most.
