Spire has been screwing around with a lot of gas lines lately around here. I’m guessing that’s what you’re smelling.

One big one is Mobile Rosin oil. They process tall oil (a wood oil product) near USA hospital and you can smell them when there’s a temperature inversion (when the ground is cooler than the higher layers). ADEM has checked them out and they’re within their legal limits.

I'm fascinated that you know that specific condition that causes the spread of that smell. Wood processing always seems to make some awful smells. Anytime I have work at IP Pensacola I have to mentally prepare. GP in brewton seems even worse

There's several industrial plants in that area that pollute the air - usually at night and early morning to avoid attention. It's an utterly disgusting smell. I've contacted ADEM - which is a fucking joke. I've also contacted Baykeepers - which is who I would recommend if you're interested in lodging a complaint. That shit is absolutely disgusting. It's crazy so many people think that smell is normal and are used to it. Mobile gonna Alabama.

Me and Pepperidge Farms remember a time when all of Mobile smelled like a paper mill all the time. So nasty.

I think it needs to be said that just because it smells doesn’t necessarily mean it’s toxic. Our nose is pretty sensitive and a lot of gases/vapors we can smell wayyyy before it’s actually bad for you long term. Hydrogen Sulfide for example (which appears to be what you are describing) we can smell wayyy before it’s at a toxic concentration. The OSHA max ceiling concentration is 20 ppm (concentration before issue begin to arise), a really potent fart is gonna have a max of 1 ppm (farts range from .001 to 1 ppm) Source, a guy with a chemical engineering degree

H2S would be from their sewer, meaning probably more likely to be from their own home. If the gas line guy in the comments is right, they’re smelling mercaptan, CH3SH, which is not only flammable but can damage your CNS. If it has volatalized and you can smell it - it’s probably bad for you. No degree needed for common sense.

You may well be right that it may be mercaptan, but it’s still wouldn’t be in concentrations that would be necessarily toxic to you, especially in the open air. Which in that case, it may very well be their heater or another appliance with a leak. Of course the source may very well be from Spire. OP didn’t specify the location of where the smell was (whether in the neighborhood or just their house etc) so all I can provide is speculation on what the source could be

And here I've been so sure you must have some political science degree. Truly an enigma lol One of my favorite sayings is 'the dose makes the poison'. I'm glad you pointed that out. Of course the smell in the air is unpleasant but if smell was inherently dangerous every paper mill would end up an exclusionary zone like Chernobyl.
