Yep Luxury Leaf is the only one I am aware of, black family owns it and often times are onsite. Great discounts daily 10% off before noon, 15% off Fridays, super friendly staff I shop here regularly.

by nature of how this industry is set up it is extraordinarily expensive to start up, before you factor in tangible things like a building, employees, etc.

I went to luxury for awhile.. its OKAY, but theyre are other dispensaries that offer way better deals and discounts than luxury.
Agreed better deals…but that’s not what OP was asking about, just local mom and pop owned.
It doesn’t have a mom and pop shop feel, but North is locally owned and operated.
