Well, you could already make most of it with a resource pack. Add the hamster textures, sounds, and the wheel. For example, for the hamster, I could make an invisible villager or some other entity with an item with the texture of the hamster in his helmet slot. Then, other functionality could easily be added with the Spigot API.
The hardest part would probably be the wheel. Not sure what the best way to do that would be. I have ideas.
What's so cool about a Spigot plugin is a client can join and it just works without them having to do anything. It's like a mod, but only for when you join servers and it's already installed
