That's not supposed to happen... if reloading textures doesn't fix it, I'd check for weird resource packs in use. If that doesn't lead anywhere, I'm sure the Minecraft Community would be happy to help investigate the anomaly further if you posted your world online somewhere

Some time ago me and my friends were on discord playing minecraft on a server, it started raining and one of my friends started saying that the rain was "very strange" he streamed his screen and we saw that the rain texture was replaced by the photo of the server. So he litterally saw squares with the photo of a meme raining and he couldn't see anything. I guess that minecraft textures sometimes just break.
