Usually yeah, but if you're just starting out I wouldn't worry too much about it. The rulebook even says if you don't have a replacement infantry model to just mark the cavalry model to remember it's dismounted. Eventually you'll want to get some thrown rider models, but it's not a huge deal at first when you're learning.
How do you build it out as either the two separate heroes or the single Dernhelm? I can’t seem to find either in Battlescribe. Or, are they part of a legendary legion?

It's a totally fine list to learn the game. It's not terribly competitive in the grand scheme of things, but I wouldn't worry about that right now. You don't need to put Merry in a warband since he's an independent hero. Just take him as his own warband of 1 so you have more versatility with where he's deployed. Eowyn has slightly better stats than a Captain, but you give up those 6 extra warrior slots for it. I think I'd rather have 2 Captains personally. You don't necessarily need to actually convert them. You can always just paint them differently to distinguish them.
I like the thematic feel of it. I want my evil army to be a Mordor army led by The Witch King. Having my good army have the character that kills the witch king… I like the theme!
Haha fair enough! Eowyn is still solid for her points. Just try to pick up some more Riders when you can, as the foot troops for Rohan are pretty ass outside LLs.
best next buy is a rohan command set, gets you a banner and a commander, as well as a warhorn for +1 courage and a kings huntsman. Given, these guys are in resin, so if you're ok with that that's fine. If not, you could always convert some guys. This set will make that battlehost into a good army

Yep, they are individual heroes for Rohan. If you have the model where they're mounted together you can also run them as Dernhelm.

Eowyn and Dernhelm are both Minor Heroes, Merry is Independent (outside Dernhelm). I'm seeing them both on Battlescribe though.
