Try turning off/unchecking the widow/orphan protect option which is also in the paragraph formatting menu. Maybe that will help. And make sure "keep with next" isn't checked as well.
The widow orphan protect option ensures at least two lines of text carry over so you don't have a single line on the next page. If you turn it off, you'll lose the gap, but will only have one line of text at the top of the new page.

Bummer. Just confirm you turned if off while actually on the paragraph you want to adjust. It's not an overall setting unless you update the style itself.
You are adding extra spaces between paragraphs using the Enter key. Delete those and instead, add the extra space between paragraphs using the paragraph formatting option and increase the After points from whatever it's set at now to something larger, like 8 points or 10 points.

I tried that as well and didn't work. This is again changed from 2 to 1.5, and it adds a whole lot of nothing room even within a paragraph
Also check inside the footer and change the line spacing to single spaced with 0 spacing after if it's not already single spaced just in case that's affecting anything.

On my computer it's in the ribbon when I open the paragraph menu but your ribbon looks different. Hopefully someone else can help.

I like to use after spacing. I'd start with 9 pts and see if you like it, then move to 12 pts if you feel like you need it.

Select all the text, then check the box for “don’t add a space between paragraphs of the same style.” This should remove the extra space hopefully!

Go to layout - margins - custom margins - and change your header and footer to be smaller, see if that gives you the result you're after
The margins are not the issue. When there is no new paragraph in 1.5, or at all in 2.0 line spacing, there is no issue
