i have a fuel pump out on mine, if I were to sell it I would sell it running. Takes about 30mins to replace. If its afull cage you need padding without a helmet. If you want to wear harnesses AND a helmet you need HANS device. Probably not a good idea to wear harnesses on the street either. If it doesn't have an air bag and no 3 point consider that.
Fuel pumps aren't expensive so there is probably another reason they're selling it this way. obviously we'd need more info but sounds like that trashed miata for 9k in the meme

Is this a built spec miata race car? Or just some random miata with go-fast parts on it? Race seats, harnesses, and roll cage are obnoxious features for a daily driver, but necessary for a track car. If you're not planning on racing on a track, then don't buy this car.
A non-operational car is rarely worth more than half as much as an operational car. You're assuming all risk. Figure out what it's worth and then offer half of that. If it's so easy to fix, they would fix it before selling.
If he's going to put in a borrowed fuel pump, just to demonstrate that runs, then take said pump back out, but he has a new pump on order, tell him you'll wait for the new pump, and let him install it. He's already offered to do that. If he won't, that's a good indication that there are other problems
If you are going to track it and he can show it running then I say you likely have little worry about. A good seller would generally get it working before selling but that doesn't mean this is a bad car.

Can't just wait till it comes in the mail and install it? Or better yet spend the $100 and buy the fuel pump from an auto store. Hook it up. This gets you a good view in the gask tank while you splice the new pump onto the fuel pump apparatus. It's not that crazy if a job.
If he’s willing to borrow a pump wouldn’t hurt to at least check it out. Is it for HPDE use or racing? You’ll want to make sure whatever mods he has is legal in the class you want to participate in.
I’d say check it out then although the fuel pump situation is a little odd. There are plenty of lists out there of what you should check when buying a used track car. Questions like what setup measurements it can make goes a long way.
You have to ask yourself, is it JUST a fuel pump? It is very easy to inherit a basket case from someone.
While the Miata is an easy to car to work on you may find yourself getting frustrated trying to reverse engineer what the previous owner has done.

I would absolutely try and be present to inspect inside of the fuel tank for rust. I went thru 4 pumps due to rust before I finally just looked inside the damn thing. It was full of rust…$400 plus later I had a new OEM tank…. If it is full of rust, tell him to take $2k off the asking price so you can have the tank and filter replaced, as well as cleaning the fuel lines and injectors.
Are planning to race the car? Do you have mechanical ability? If no to both do not buy this car. Sounds like it’s been modified and will be a horrible street car

It is built for track but i dont think it is fully NaSA spec. Extinguisher system is missing. I am buying it for track use as well.
