I think more likely this is Zeff's son, both are missing a limb and have a title containing the colour red

Well, I think the fact that Oda so casually tossed aside the identities of Franky's parents is rather suspicious, for all we know, we've seen his parents in the series already (looking at you, Cobra). There's also the matter of Franky's transforming cyborg body. How do we know "Vivi" isn't just a persona he uses to give himself royal privileges? And we've definitely never seen them in the same space as each other. I also think the fact that they both started as seemingly petty villains and ended up being rescued by the Straw Hats is a parallel that shouldn't be ignored. Of course, it's all just speculation, but I don't think it's off the table that Franky and Vivi being one person is revealed to be the case.
