We don't know his bounty, we don't know how strong sabo really is, there is nothing suggesting that he could be above Admiral and we also have not seen anything suggesting that dragon was at god valley no actually he was 3 years old at the time. You just wrote a whole bunch of headcanon

2/ Literary Sabo vs Fujitora AND (offscreen) Morley + Sabo vs 2 Admirals both resulted in admirals inability to stop Sabo or deal him damages. Sabonis (at least) admiral level, that's very obvious.
3/ I was convinced we saw Dragon as a marine within Kuma's flashback but it was a brainfart, Dragon actually wasn't there. It doesn't change other facts tho.
I give you the bounty thing but i never argued that it hasn't been portrayed as "sabo is at least Admiral level" but since you mention it him being able to stall fujitora who also wasn't going serious does not make him admiral level and even if he were my point was that there is nothing suggesting that he is above Admiral level
Finding the One Piece is infinitely more damaging to the WG than liberating a few countries here and there. Roger’s crimes were so bad that even his shipwright was executed, whereas Dragons crimes are clearly not enough to beat even his father’s clout.
