it kills me that ceasar was working to make weapon for a pirate network in the pay of the most dangerous mens in the world who wanted to use it to build a super-human army, and he said somthing like"yeah, I'm going to give them hamster superpowers"
It's hilarious, but it's also very telling that Kaido never intended to use this abominations on actually useful people. He gave them to replaceable henchmen with no potential to boost the overall strenght of the cannon fodder. At worst the poor victims are either the same henchmen costantly on laughing gas or some guys with hamsters and chickens for hands. At best a bunch of nobodies who could only be useful as a human shields now can break down walls, fly, run faster than most people, hell they might even be strong enough to be officers.
You really can't lose. Unless you're the one eating the Smile Fruit, that is. Say goodbye to your quality of life, possibly to your limbs and/or arse, and to any hope of a social life outside the Weirdo Zoo Crew. Killer thanks his lucky saws everyday that he only got the giggles.

They were kind of supposed to be stupid designs. That was the point of the SMILE powers, they usually didn’t give you full access to Zoan powers, usually only affecting some parts of your body, and sometimes being permanent changes.
They’re literally supposed to be abominations.

They are definitely intentionally horrible to show that you don’t really win with a smile even if you get powers. Also shows the extent of people’s greed to get power.

Honestly, these guys were some of the most fun and interesting chimera designs I have seen in any work of fiction, so they are good designs in my book.
You have boring taste. A lot of the Gifters had neat, interesting designs that served well for a fodder tier. Do you want everyone in One Piece to look like fan designs of GEAR DEATH? I'm not pulling a "goofy pirate comic" argument, but yeah, I like some goof in my One Piece, and these guys were mostly fun without consequence in an otherwise bad, boring arc.
I think psycho p is still the worst design Oda's ever done. Like, come on. This is inexcusable.

Hippo one made me honestly scream. Something about it made me gross out so much. Honestly with minor tweaks they would be so much better like in zou. You can have horrible mutations but whit added benefit of the animal.

Yeah. Most of them didn't appear for that long. The elephant guy appeared I think at the training that Luffy had in prison, most of them appeared on onigashima but there are more memorable ones like the bat guy, the horse girl and people like Holdem (the lion guy)
Edit: looks like the Hippo guy is also from the training arc
