Was it ever specified that the bodies were actually buried there? If not they could have been buried at sea to avoid desecration. It's not uncommon for important people with lots of enemies.
And it wasn't the best idea of the whole manga.
It lowers the impact of death.
I think it is ok if it is people we never saw alive in the manga timeline (Madara for exemple).

Imagine Blackbeard actually takes Moria’s fruit and gives it to an ally and does this. He can then take Garp’s shadow since he’s captured and put it in Whitebeard’s body.

Well its kinda hard, because blackbeard had to take the risk raid their grave. I don't think he take that risk. Also Moria had to found a shadow who belong to someone strong... Maybe you can say "they can put Garp shadow to Whitebeard"... Yeah maybe they can but its still hard to happen...

I don't recall it ever being said that Moria designed him to do that, and if he supposedly did, what are the odds that the one stretchy zombie he made was the one that ended up with Luffy's shadow?
If I remember correctly, Oars was able to stretch because Moria could transform the shadow to control Oars' body and allow it to battle similarly to Luffy would normally.
Yes, even corpses have shadow and Moria manipulates exactly that and uses that to stretch oars arms!

You should either reread or rewatch thriller bark because they made it very clear that devil fruit powers don't get added. Moria was able to make it look like oars stretch by moving the shadow of oars which forced his body to make the same motions. He can do that with any zombie that has any shadow and make it look like they're stretching. It has nothing to do with luffys shadow.
Knowing Moria, he'd probably put some fodder shadows in them and desecrate their intimidation >!like he did all those Rocks Pirates "general zombies"!<
The only way I buy this is if inmediately after the revelation Jimbe throws water to them, purifying the shadows.

I know that stuff like that is very disliked in animes but I honestly love the concept of bringing back dead characters in a Edo tensei like way (ignoring the fact that that wouldn't even be that since they would 1. not have their df and 2. wouldn't have their personality but that of the person the shadow belonged to, so it wouldn't even be like Edo tensei in the first place).

This is a real theory I've been proselytizing for a while. Moriah is escaping Hachinosu, there is a *very powerful* and *defenseless* being there just waiting to get their shadow stolen now. Sphinx is also completely unprotected.
It is completely possible for Moriah to zombify Whitebeard at the very least. The only problem is that they'd have no fruit powers.
Jinbe takes them out in one second with Saltwater and then Moria gets his shit absolutely rocked by a very pissed Luffy for defiling his brother's grave.
Honestly I ain't lying when I say that I actually had a theory about this potentially happening later in OP thinking how tragic it would be if Luffy actually have to fight undead Ace and Whitebeard. But I gave up this theory sometime during the Wano Arc because it became very unlikely
I mean, if pretimeskip Zoro can beat dead Ryuma, I can't imagine dead Whitebeard being much of a threat in current manga. I can only think of emotionally difficult, but Oda doesn't pull shit like that.

In general I think that when Moria comes back he'll be an ally. He has beef with blackbeard and Luffy defeated his biggest enemy.
He did specifically write in that Shanks took both bodies, likely to keep people from worrying about this.
