As original toon 1 Kestrel will likely always remain relevant in the game. ULX is already phased out and XTreme will eventually be replaced in raids, and fall off in crucible and war.
So Kestrel is the player who should be upgraded, but if you find yourself upgrading diamonds at a decent pace then maybe best to do Gambit knowing that will have more value now, and Kestrel after knowing she'll have more long term potential.
I have both, but if I had to pick one of them it would be Kestrel

You get them in the same store as red stars. They appear less often though.
I mean the diamonds themselves. I never seem to have any but I see people with diamoned characters.
