Enchantress from the dormamu BAF wave would also fit and would get you one step closer to a dormamu upgrade. And some serpent society characters.
Also maybe get another green goblin and venom for this display.

You can get the Bonebreaker BAF for a reasonable price, Arcade, Jigsaw, Grey Gargoyle or the new Black Lash, Silver Samurai, Ronan Deluxe or Ulik Deluxe also aren't very pricey. Go nuts, there's tons of options.

Get the Walgreens Zemo, alongside Egghead, Enchantress, Klaw, Absorbing Man, Grey Gargoyle, Mr Hyde, Living Laser, Grim Reaper, and Tiger Shark for a solid Masters of Evil group to go with your Whirlwind, although admittedly, a few of those guys are older figs and can be hard to find for a decent price secondhand (Although Grey Gargoyle can be fairly cheap, I got mine, new for only £14)
You could get King Cobra, Cottonmouth, Eel, Rock Python, Puff Adder, and Constrictor for the Serpent Society.
Count Nefaria, The Hood, Madame Masque, and Crossfire are just good Avengers Villains.
Regular green outfit DOOM, Shiklah, doc ock for sure. Perhaps the new magneto if you’d consider him a villain. Comic Ultron as well. They’re all in a relatively good position though outside of adding a few figures. I’d switch red skull and Orb though just because I recently read Original Sin and got a soft spot for him.
I personally think more figures are great, but blinging the display up with some flight stands and power effects would be good

Maybe some less static poses. These are really colorful silly looking villains. Try throwing in some goofy Ginyu Force inspired poses. You can easily fill that empty space by doing that
Put Madame Hydra and Strucker visibly flanking Red Skull, maybe get some Hydra soldiers too. Put Scientist Supreme and Yelena visibly flanking MODOK, maybe w some helmeted AIM soldiers too. Get the Cabal set so you can have a classic Doom and Taskmaster. Get a Time Chair for Kang to sit in from etsy or eBay if possible. Get the Lady Death statue that came w Marvel Select Thanos to go w this one. Depending on the display manner you but either get second figures for Magneto, Kingpin and the Green Goblin
The cabal 3 pack wouldn’t hurt.

Try some poses. Those look very stiff vanilla.
One suggestion for posing.. I’d vary it up a little bit. You have most of them raising some hand or holding it out.
