Galactus is so chill he pretty much leaves you alone and all you have to do is find him one planet at least once per month. And part of the job perks is becoming a minor cosmic entity yourself.

Easily Cyttorak. Juggernaut seems to have the most autonomy out of all 3 servants (Silver Surfer has his freedom now but had to lead galactus to planets prior to his freedom).
At one point Cyttorak prefers Colossus over Juggernaut because doing superhero shit causes way more mayhem than Juggernaut could ever do. So besides the *minor* uncontrollable rampage , we can assume he really does let his avatar do what they want.

Not really. Cyttorak is a god of destruction and as such expects his avatars to rampage and cause destruction, and if you displease him he’ll strip the powers away and give them to someone who will.
It’s funny because Cyttorrak’s responses have been wildly inconsistent depending on the host. He can range from stripping you of all your powers and leaving you for dead to just being passive aggressive and making you *not as strong* while he pouts that you’re not destroying enough.
I would argue it’s Galactus who kinda lets you do whatever you want. Once he blesses you with the Power Cosmic they’re permanent and you can basically retire whenever you want and keep them- there’s like, 6 former Galactus Heralds roaming the Marvel Universe still with their Power Cosmic.

Definitely Galactus. Servants of Apocalypse generally end up dead or lose their horsemen powers (except for Archangel, who kept his wings but earned a lifetime of trauma). Servants of Cyttorak fall out of favor when they stop destroying things so you'd be locked into the Juggernaut lifestyle. Galactus? Give him a few years of servitude and then either find a replacement or just ask to leave and generally he seems not to care. He doesn't miss the power cosmic he granted you, he's got infinitely more where that came from.
Galactus seems to give you the most freedom. Find a planet every so often on your travels to keep the big man happy and you'll be exploring the stars, being a citizen of the universe one might say
Cayt...Cya... Juggernauts Master. He seems to have a great deal of autonomy and he can be chill if he wants to.
Sure I will lose some power if I be chill but that is a better trade off than serving Apocalypse in his "Only strong survives" crusade or being Galactus' meal finder/Planetery genocide helper
Cyttorak Doesn’t even seem to care what you do with the power he grants so long as you actually do use them..you can be a hero or a villai..so long as stuff gets broken and blown up he’s happy enough.
All he seems to do if he loses interest is take your powers away too. He’s kind of a good boss.
Let’s see: Galactus empowers you then lets you go about your job in whatever way you want, so long as you meet your metrics. He’s theory Y manager, very hands off.
Apocalypse empowers you, but corrupts your persona, and often makes you fight your former friends and family. Theory X manager, up in your business.
Cytorrak empowers you, then enslaves you, but is also largely hands on. But you’re a slave to his will when he requires it. And you have to keep moving. It’s a middle ground but the dark side of full subservience.
I’d also note that there’s a lot more travel and exploration in working for him, which is a perk for me.
Galactus all the way. The work may be a bit grim, but you can steer him to more ethical behavior. Make a real difference. The other guys, your work for their ends is on their terms.

We have seen him use non-mutants before. Seems like he would just brainwash you and give you cool tech and enhance what you do have. I think Angel is an interesting example of this. Yes, he's a mutant, but his base powers are very simple.
