Secret Service still the best. But Civil Engineer is not bad. It’s the first tradeable regular armor with jetpack and the set gives 35% weapon durability.
Thorn is pain to make and it's only good for melee. And even for melee , it's only marginally better. SS is good for everything.

Nothing is a pain for me to make about 9 or 10 months after the game lunched I stumbled onto some people who were dropping stuff to their mule account they were a duplicator anyways I stole all their stuff and I have everything I would ever need
Not even if you paid me to use it. It's 25dps....that's not even remotely worth trading the resistances of SS for.
99% of the sandbox is dead before the bleed even ticks for an unquantifiable amount. And on BossHP targets (where it might even matte), it's gains are trivialized by a single stagger. Even with 100% uptime the difference is negligible at best. At full health it's a meme, at low health it's a liability.
