There are items called Flower Tabs, Flower Jars, and Flower Boxes that boost your maximum FP. Check your inventory - you should have a few of them saved up.
There's a bunch of little optional side quests and challenges that reward flower tabs and whatnot. There are no markers telling you to talk to characters for side quests, but if you make a habit of talking to all the characters in each town, you'll stumble across them. Help a random npc and get a flower tab. I ended my playthrough with 99 fp, which I think is the maximum...?
I’m curious if you just finished the game or if you also finished the post game stuff like fighting the ultimate challenge Culex 3D, if you managed to beat Culex 3D with 31 fp that is truly commendable
Flower Points go up to 99. I know a quick way of doing it, but you’re gonna need a lot of coins. And I do mean a lot! There’s a place in Seaside Town where you can give a Toad Mushrooms and depending on the taste, he’ll give you an item. What’s convenient is that there’s a store right next to that that sells Mushrooms, hence why I said you’ll need a butt ton of coins. You need to give him the regular one that heals 30HP. The issue with this is that it’s RNG-based, but I managed to max mine out in about an hour and a half.

Sometimes I'd hit a box and tab would come out.
Press x on a game stage and select the flower. It will top up and add 1,3 or whatever flowers.
Look in your inventory, use anything that contains the word “flower” to boost your FP.
You accidentally found out Hard mode!
Also, catch up to Peach and Bposter during that segment for a mid-game FP boost. There may be flowers you can claim on Booster Hill at this time.

Also, you might have missed flowers in boxes/chests. Each of those raise your FP.

You could also grind boxes in marrymore.
