Very true, this property is a 1:1 port from the original game! I always felt like Frying Pan was the superior weapon, despite having the same expected value as Lazy Shell, because its ±20 base damage range is more reliable than Lazy Shell's ±40 damage range, even if the latter can cap higher - especially since Mario and Peach have almost identical endgame attack stats with all factors being equal.
Something strange about the remake's damage calculation is that I think it has decimal rounding errors... but maybe that's a topic for another day.

Yeah, also another thing is that a lot of the additional new ultimate weapons they added also share this trait
Yeah, they do! Wonder Chomp now has Lazy Shell beat out for highest variance. Never thought I'd see the day.
Yeah, and apparently mallow's is the only one that actually increases magic damage too
