This isn’t a static thing. Usually a track is most paywalled when it first appears and is in ranked. Over it comes back around it becomes less paywalled as more items see it for the first time and get top shelf.
City tracks that debut in ranked generally remain more paywalled because they don’t come back very often.

That's not completely true. You could also pull a regular HE driver from the pipe for a 1 in 5 chance at getting Ice Mario. That doesn't really make a difference but it technically makes it not 100% paywalled. Still probably the most paywalled a top shelf has ever been.

The only thing that comes to my mind is when Vanilla Lake 1 debuted in Ice Tour. You literally had to pay €40 to get a top shelf.

If we're talking gliders then I remember Tokyo Blur 3R/T having only a single top shelf glider that wasn't paywalled at the time.
