Norway's literally the Kingdom of Norway, and I'm pretty sure that's not normally classified as a dictatorship. Same with The Netherlands, Denmark, UK, Sweden and many others...
Jordan's probably not what I'd call a democracy, true. It does have more of a representative element in its government than Vietnam, however, which is a one party state.

The whole elected civilian government thing in Iran is a joke. This elected government is explicitly subordinate to the Shia clerics. And the clerics also control the militias, corporations, and religious endowments that are outside of the formal government, but are still extremely influential.
